PROJECT ROADMAP

PLW PILOT PROGRAMME
  • Underway, 2024 (Q1)
    Yorkshire & Humber Pilot
    timeline-image-01
The PLW programme will initially assist a single Yorkshire & Humber Job Centre Plus location, focusing on training and employment for a single cohort of 10 candidates each month. This marks the first step in a larger plan to enhance employability in the region.

Operational elements, including training and assessments, are managed by Up For Yorkshire, the Pilot's selected partner orgainsation. Their community-based involvement is crucial for the effective implementation of the programme's objectives.

In this initial stage, candidates eligible for the programme will receive a Level 2 Qualification and support in securing job interviews with local, pre-registered partner businesses. This approach is designed to improve their job prospects and integrate them effectively into the workforce.
  • 2024 (Q4)
    Pilot Expansion
    timeline-image-02
The PLW programme's expansion targets the remaining Yorkshire & Humber Job Centre Plus locations, with the goal of securing interview opportunities and work placements for at least 10 individuals per location each month. This phase aims to widen the programme's reach and impact across the region.

This stage of expansion introduces a more comprehensive approach to collaborating with local businesses. It involves introducing funded placements and providing additional, targeted training opportunities for businesses partnered with the programme. This initiative is designed to foster stronger ties with local employers.

The introduction of these employer-focused benefits is intended to ensure maximum placement effectiveness. The goal is to help as many candidates as possible secure suitable job placements and equip them with the skills necessary for sustained, long-term employment in their respective fields.
  • 2025 (Q3)
    North East Regional Rollout
    timeline-image-03
After successfully creating a viable route for employability-mobility in the workplace sector, the PLW Pilot will transition into a regional programme, operating under similar principles. This next phase will receive its funding directly from the Education & Skills Funding Agency, ensuring continuity and support.

The expansion to the North East region hinges on the establishment of close partnerships with significant employers, both large-scale and national. The programme's strategy involves engaging these employers to allocate a minimum number of job placements annually, thereby enhancing the employability-mobility opportunities for participants.

In reciprocation, the programme will offer reduced-fee training tailored specifically to the requirements of these employers. This arrangement is intended to foster a mutually beneficial environment, where employers gain skilled workers attuned to their specific needs, and participants enjoy enhanced opportunities for sustainable employment.
  • 2026 (Q1)
    National Scheme Rollout
    timeline-image-04
Following the successful regional rollout, the PLW Programme is set to expand to a national level, aiming for integration with Job Centre Plus locations throughout the UK. This final stage is dedicated to scaling the successful model developed in Yorkshire & Humber and the North East. It involves tailoring the programme to meet the diverse needs of different regions while preserving the fundamental structure of training and employment facilitation that has proven effective in the initial phases.

By the start of 2026, the PLW programme aspires to be established as a nationally recognized scheme. Its expansion is anticipated to make a substantial contribution to workforce development and employment opportunities across the UK. This broadened reach is expected to enable the programme to touch a wider demographic, addressing regional employment challenges and bridging skill gaps in various sectors. The national rollout will also focus on enhancing collaborations with a broader range of businesses and organisations, fostering a stronger network of support for participants. The ultimate aim is to create a sustainable model that not only aids in immediate job placements but also contributes to long-term career development and stability for individuals across the country.

Long Term Programme Objectives

As the Preparation for Life & Work (PLW) Programme evolves through its strategic phases, from the initial Yorkshire & Humber Pilot to the comprehensive National Implementation and Partnership Expansion, it steadfastly adheres to a core set of objectives. These objectives are designed to anchor the program's mission of enhancing employability and creating impactful training opportunities across diverse communities. Each stage of the PLW programme is crafted to address specific needs, ensuring that every participant gains the skills and support necessary for meaningful employment. The key objectives that follow are a testament to the program's commitment to fostering sustainable employment relationships, strengthening local and national economies, and building a resilient and skilled workforce.

Developing partnerships with a wider range of businesses, including both national corporations and local enterprises, to provide a more extensive array of job opportunities and training experiences.
Utilising feedback from the pilot and regional rollouts to refine the program. This includes adjusting training modules to better suit the evolving job market and the specific needs of partner employers.
Establishing sustainable funding mechanisms, possibly including government funding, private sector partnerships, and grants, to ensure the program's long-term viability.
Conducting comprehensive impact assessments to measure the program’s effectiveness in improving employability and facilitating long-term employment. This data will be crucial for reporting to stakeholders and for continuous improvement of the program.
